The Corrupt Accreditation Cartel: A Trojan Horse for Infiltration
The International Accreditation Forum (IAF), incorporated in Delaware is an association of national and international accreditation bodies equivalent in accreditation and founded by ANSI-ANAB. IAF has their sister organization in Australia the international laboratory accreditation cooperation (ANSI-ANAB are underwriters for IAF & ILAC which means they are legally, responsible for any systematic or product failure. The IAF effectively handed over to a Communist Chinese national—Xiao Jianhua—a man involved with our quality systems since 1994. He assumed leadership of the IAF and, was chief executive of the China National Accreditation Service (CNAS) in Beijing, This isn't a trivial administrative change—it is a strategic coup, one that enabled Chinese influence to seep into the very standards meant to ensure our safety.
The Hidden Power Behind AI and U.S. Regulations
The American National Standards Institute (ANSI) and the American National Accreditation Board (ANAB) claim to be independent, non-governmental organizations responsible for setting industry standards and accrediting businesses, laboratories, and even federal agencies. However, Guberman reveals that these organizations have deep international ties, making them vulnerable to outside influence—including China.

From 2015 to 2021, the International Accreditation Forum (IAF)—a global accreditation body that ANSI-ANAB belong to—was under the leadership of Xiao Jianhua, a Chinese Communist Party (CCP) national. At the same time, Jianhua was also the Chief Executive of the China National Accreditation Services (CNAS) Beijing, China's equivalent of ANSI-ANAB.
Because China's National Intelligence Law (Article 7) requires all Chinese organizations to share data with the CCP, Guberman warns that U.S. security, business, and AI regulations were effectively compromised under Chinese control during this period.
"This is not speculation," says Guberman. "This is documented fact. China had control over the very system that sets regulatory standards in the U.S. Every industry, every lab, every government agency connected to ANSI and ANAB was entangled in this web of foreign influence."
Government Agencies at Risk
The intertwining of federal agencies with ANSI- ANAB has created a national security risk. Some of the many Agencies like:

"This isn't just about AI," warns Guberman. "This is about the security of our entire regulatory system. AI, cybersecurity, and national defense standards are being influenced by the same corrupt accreditation system that has already failed us before."
The Wuhan Lab and AI: A Pattern of Regulatory Failure
Guberman highlights a prime example of what happens when corrupt accreditation leads to catastrophe—the Wuhan Institute of Virology (WIV).
"If these corrupt regulatory bodies failed us on lab safety, what makes us think they won't fail us on AI?" asks Guberman.
AI Regulations Already Compromised
Guberman's warning to Vice President Vance is simple: the U.S. isn't just over regulating AI—it's allowing foreign entities to control the regulations themselves.
"If the U.S. government truly cared about AI security, it wouldn't just be debating regulations. It would be cutting all ties with ANSI- ANAB, and the IAF and launching a full-scale investigation into how China was able to seize control of our regulatory system for years," says Guberman.
Call to Action: America Must Take Back Control
Guberman calls on Congress and U.S. leadership to take immediate action to untangle federal agencies from ANSI and ANAB and investigate foreign interference in U.S. accreditation and regulatory bodies.
"It's time for action," says Guberman. "It's time to clean house. If we don't stop this now, AI won't just be a technological threat—it will be a weapon controlled by those who have been infiltrating our systems for decades."

- In 2017, while the FBI who was a member of ANSI-ANAB under Christopher Wray was warning about Chinese espionage, The CNAS were certifying China's Wuhan lab, despite glaring security concern and lack of highly trained technicians. They are the first line of defense in protecting the laboratory from virus escape.

- In 2017, the scandal escalated when, at the Wuhan Institute of Virology (WIV), Xiao Jianhua personally handed over a certificate equivalent to those issued by ANSI-ANAB. This certificate was granted to a BSL-4 laboratory that was woefully ill-prepared—with insufficient numbers of highly trained technicians essential for bio-containment. During a deposition in Texas in 2017, Vice President of Laboratory Accreditation Pam Sale stated:
- In 2018, American scientists raised red flags that the lab lacked skilled technicians to safely operate a Bio-Safety Level 4 (BSL-4) laboratory handling deadly viruses.
- In 2019, the CDC released a document stating that highly trained technicians were the most critical component of BSL-4 safety.
- Despite these warnings, ANSI-ANAB allowed China's accreditation system to certify the lab anyway—paving the way for a global pandemic.
"If these corrupt regulatory bodies failed us on lab safety, what makes us think they won't fail us on AI?" asks Guberman.

Guberman's warning to Vice President Vance is simple: the U.S. isn't just over regulating AI—it's allowing foreign entities to control the regulations themselves.
