WASHINGTON - eTradeWire -- A growing body of evidence now shows that a U.S.-founded and -funded global certification system played a direct role in enabling the Wuhan Institute of Virology (WIV) — the lab widely linked to the origin of the COVID-19 virus. That system was not created in China, but in the United States, by the American National Standards Institute (ANSI) and its wholly controlled partner, the American National Accreditation Board (ANAB).

In 2018, ANSI and ANAB formally merged into one body with two names, giving ANSI complete legal and operational control over ANAB. Together, these entities designed and underwrote a global network of accreditation bodies — including China National Accreditation Services (CNAS) — which was responsible for certifying the Wuhan lab.

From 2015 to 2021, CNAS operated under the leadership of Xiao Jianhua, a Chinese national who has been involved with U.S. quality infrastructure since 1994. Jianhua was also Chairman of the International Accreditation Forum (IAF) during this time — a group founded and funded by ANSI and ANAB. As such, ANSI and ANAB are not just policy architects — they are underwriters, meaning they carry legal responsibility for certification failures within this global accreditation framework.

In a 2017 sworn deposition, Pamela Sale, Vice President of Laboratory Accreditation for ANSI-ANAB, confirmed that the lab certification system was fundamentally broken. Her words:

ANSI-ANAB have played a central role in forming international accreditation bodies such as the International Accreditation Forum (IAF incorporated in Delaware/ It is an association of national and international accreditation bodies, equivalent in accreditation to ANSI-ANAB) along with IAF sister organization the International Laboratory Accreditation Cooperation (ILAC Australia), which regulate industries ranging from pharmaceuticals, aerospace, automotive, defense and other industries. ANSI-ANAB serve as underwriters for global accreditation, assuming legal responsibility for systematic and product failures. However, recent moves to create a new entity, the Global Accreditation Cooperation (GLOBAC), suggest an attempt to shift liability further down the regulatory chain, shielding ANSI-ANAB from accountability.
