WASHINGTON - eTradeWire -- A growing body of evidence now shows that a U.S.-founded and -funded global certification system played a direct role in enabling the Wuhan Institute of Virology (WIV) — the lab widely linked to the origin of the COVID-19 virus. From 2015 to 2021, CNAS operated under the leadership of Xiao Jianhua, a Chinese national who has been involved with U.S. quality infrastructure since 1994. Jianhua was also Chairman of the International Accreditation Forum (IAF) during this time — a group founded and funded by ANSI and ANAB. As such, ANSI and ANAB are not just policy architects — they are underwriters, meaning they carry legal responsibility for certification failures within this global accreditation framework.
"ANSI and ANAB may not have stamped the lab directly, but they built the entire structure that allowed it to happen. That means they own the liability — both for the broken systems and for the dangerous outcomes," said the source behind the ongoing investigation.
Warnings Ignored — Lives Lost
Internal and public reports confirm that multiple U.S. scientists raised alarms before and after the certification of the Wuhan lab. The core issue? The lab lacked enough trained technicians to safely handle high-level biohazards.
Despite these warnings, CNAS issued certification — with ANSI and ANAB, as system architects, taking no corrective action. By extension, their silence and protection of a flawed process helped enable the release and global spread of a deadly virus.

In a 2017 sworn deposition, Pamela Sale, Vice President of Laboratory Accreditation for ANSI-ANAB, confirmed that the lab certification system was fundamentally broken. Her words:
