Roosevelt decided to enact a national welfare system for poor families.

As of the increase of the federal debt at 1 trillion about every three months according to Al Jazeera media news. This has caused the federal treasury to perform an audit in order to reevaluate the over use of federal spending.

The federal government decided that it can't afford to keep spending at the current rate without its economic monetary system crashing, and so the national welfare system of 1935 has begun a target of discontinuation or implementing a reduction of funding with restrictions in order to be eligible for the programs.
