Independent candidate of 8th congressional district Pamela Jeanine Moses files federal lawsuit to stop Tennessee's unconstitutional mid-election redistricting which disrupts her 2 years of campaigning.
MEMPHIS, Tenn. - eTradeWire -- Pamela Jeanine Moses, human rights leader and Independent candidate for Tennessee's 8th Congressional District, has filed a federal civil rights lawsuit challenging the state's newly redrawn congressional maps.
Filed May 8, 2026, in the U.S. District Court for the Western District of Tennessee (Case No. 2:26-cv-02533-MSN-cgc), the lawsuit seeks an emergency Temporary Restraining Order and Preliminary Injunction to halt implementation of maps adopted during a May 2026 special legislative session—after candidate filing deadlines had passed.
Moses named Governor Bill Lee, House Speaker Cameron Sexton, Senate Majority Leader Jack Johnson, the Tennessee General Assembly, Coordinator of Elections Mark Goins, and Shelby County Election Administrator Linda Phillips as defendants.

"I am a duly certified candidate who followed the law," Moses said. "After two years of building this campaign, the state changed the rules midstream. This is not democracy—it is voter suppression."
The complaint alleges Tennessee law has prohibited mid-cycle redistricting for over 50 years and claims the new plan splits Shelby County communities across multiple districts, raising potential Voting Rights Act concerns.
Moses also received notice requiring her to change districts or withdraw from the race by May 15, 2026.
"This lawsuit is about protecting voters and ensuring fair access to the ballot, if the courts won't protect us we no longer have a democracy we have anarchy" Moses added.
Moses, a Memphis-based leader and justice-impacted candidate, is representing herself in the case and says, "It's time out for partisan games that hurt everyone."
