How U.S. Agencies and Global Accreditation Networks Let Foreign Powers Affect America
eTradeWire News/10814920
QA Expert DARYL GUBERMAN exposes how ANSI–ANAB, IAF, ILAC and GLOBAC allowed Iran, Pakistan, and China to influence U.S. safety and standards, even while federal agencies were involved.
WASHINGTON - eTradeWire -- DARYL GUBERMAN, a recognized quality expert with 40 years of experience and Boeing shareholder, warns that America's safety, manufacturing, and public trust have been quietly weakened by a network that lets foreign powers shape U.S. standards from the inside.
A. One Group Took Over the Rules
In 2018, the American National Standards Institute (ANSI) took full control of ANAB, the main U.S. accreditation body.
Example: Imagine if the referee of a football game also owned one of the teams. Could you really trust the calls being made? This is what happened—one group gained control over the rules for safety, manufacturing, and defense.

B. The Web of Global Connections
ANSI–ANAB are founders of the International Accreditation Forum (IAF) IAF sister organization: International Laboratory Accreditation Cooperation (ILAC). Later, they set up GLOBAC Global Accreditation Cooperation, saying it would fix problems—but it mostly hid decades of mistakes. IAF/ILAC are associations of accreditation bodies that are equivalent in accreditation to ANSI-ANAB who are also underwriters for IAF/ILAC which means they take all legal responsibility for systematic and product failure. This has never occurred because most business people, lawyers do not know or understand these ramifications.
This IAF/ILAC network also includes the Asia Pacific Accreditation Cooperation (APAC), where Iran, Pakistan, and Communist China all have seats at the table.
All three countries—China (since 1995), Iran (pre-2001 groundwork, formalized 2003), and Pakistan (active by 2000–2001)—were already part of or deeply embedded in the IAF network before the September 11, 2001 attacks. (reference photo #2)

This means the global accreditation system, which now influences U.S. manufacturing, defense, healthcare, and aerospace standards, was already carrying the weight of foreign influence well before one of the most significant security events in U.S. history.
Example: It's like letting people who have cheated in a school exam join the committee that writes the test.
C. U.S. Agencies Paid to Join the Network
Many U.S. government agencies are both members and paying customers, creating a huge conflict of interest:
Example: This is like asking a bank to investigate itself while paying to be part of the same system it's supposed to oversee.
NIST also runs the Manufacturing Extension Partnership (MEP) across all 50 states. About 65% of its funds go to managers, employees and bonuses, leaving less than half for actual manufacturers who need the help.
D. Foreign Countries at the Decision Table
Iran, Pakistan, and China are members of these same boards. These are countries connected to terrorism, espionage, and hostile actions against the U.S.
From 2015–2021, Xiao Jianhua, a Chinese Communist Party official, ran the IAF. Under his leadership, labs were certified even when staff were untrained—including facilities later linked to major safety concerns.
Example: It's like hiring a school principal from another country who secretly reports to their own government. They decide who gets promoted and what rules to enforce—while parents stay in the dark.
E. FBI Involvement Without Realizing the Risk
Former FBI Director Christopher Wray, appointed by President Donald J. Trump in 2017, led the agency during investigations into Chinese interference. At the same time, the FBI was sitting on ANSI–ANAB boards and IAF committees alongside China.

Example: It's like asking a police officer to catch a thief, but the thief already has a key to the officer's office and reads every report.
China's National Intelligence Law, Article 7, requires all Chinese citizens and companies to report information back to Beijing. Through Xiao Jianhua's position, U.S. data—including from the DoD, DHS, DOT, FAA, FDA, USDA, CDC, NIH, and EPA—was exposed.
Even ANSI–ANAB-accredited companies may have had their information compromised, according to GUBERMAN's research.
F. Labs Without Real Rules
In 2017, Pamela Sale, Vice President of ANSI–ANAB Laboratory Accreditation, testified in Texas:
"There is no commonly agreed-upon set of standards that forensics labs have to follow. Labs can choose to follow—or not."
Example: Imagine if car factories could "choose" whether or not to put brakes in vehicles. Some would, some wouldn't—and people would be left in danger.
G. The Damage: America Becomes Weaker
Because of these conflicts:
"We are at risk of becoming a third-tier country," said GUBERMAN.
"Empty shelves, weak standards, and public mistrust are all symptoms of this failure."
H. What Must Be Done
GUBERMAN calls for:
Example: Just as schools hire independent auditors to review their finances, Congress needs an independent body to review how these standards are controlled—and by whom.
