Foxon Fire Station Expansion Advances, Highlighting Faster Path for Municipal Construction

BRANFORD, Conn. - eTradeWire -- Construction is progressing on the Town of East Haven Fire Department – Foxon Company No. 3 Firehouse renovation and expansion, marking the first major upgrade to the facility since its original construction in 1968.
Following a January groundbreaking, steel framing is now in place for the new addition at the N. High Street station. The project will expand apparatus space, improve training areas, and resolve long-standing challenges such as overcrowding and off-site equipment storage.
Town officials have described the project as a long-overdue investment in public safety infrastructure, providing firefighters with a safer and more functional environment to serve the community.
The project is being delivered through the Sourcewell cooperative purchasing program in partnership with BlueScope Construction and Pat Munger Construction Company, Inc. This approach allows municipalities to bypass the traditional public bidding process by using pre-qualified contractors, helping projects move forward more efficiently while maintaining compliance and cost control.

For Munger Construction, the Foxon project reflects a broader shift among municipalities toward more efficient project delivery methods.
"This is the third project we've completed using this model," said David A. DeMaio, President of Munger Construction. "Towns are looking for a clear path from planning to construction without the delays that often come with traditional procurement."
Munger Construction's role is supported by its experience working with BlueScope Construction and its use of Varco Pruden pre-engineered metal building systems. This approach aligns design, materials, and construction from the outset, creating a coordinated design-build process.
The company has completed similar municipal projects for the Towns of North Branford and North Haven using the same model. The North Branford Department of Public Works facility was recognized nationally as a Varco Pruden Hall of Fame project for excellence in pre-engineered building design and execution.

While each project is unique, the approach offers consistent advantages, including shorter timelines, predictable costs, and durable systems suited for public safety and public works facilities.
At the Foxon Firehouse, these benefits are already visible as construction continues on schedule. Upcoming phases will focus on interior renovations, including updated living quarters and operational space.
As municipalities evaluate how to fund and deliver capital projects, the Foxon project serves as a current example of how cooperative purchasing and design-build delivery can support local infrastructure needs.
