City charter commission advances proposed change to City Council

BROOKLYN CENTER, Minn. - eTradeWire -- Representatives from the group Citizens for a Full-Time Mayor announced the Brooklyn Center Charter Commission agreed unanimously on July 26, 2022 to receive and transmit the group's petition forward to the City Council.  The petition, which included 1103 Brooklyn Center resident signatures, was submitted on July 12, 2022, and asks for an amendment to be included on the ballot this November.

The petition supports a proposed amendment that would adopt a change in the form of the government to an Executive Mayor-Legislative Council structure, making the elected Mayor a full-time position and giving them the duties and responsibilities currently held by the appointed City Manager.  This includes proposing the city's budget and supervising city departments.

"Most people in Brooklyn Center don't understand that not only do we have the City Manager, an unelected position, running our city, this person does not have to be a resident.  That means we have a role that pays six figures annually, makes decisions about taxes and other items that do not affect them or their neighbors, and can be in this role indefinitely, said Joe Mason, a spokesperson for Citizens for a Full-Time Mayor.  "This does not give the people of Brooklyn Center much say over what happens in their city.  Only an elected official should have that kind of power."

The Charter Commission's decision to transmit the petition sets in motion a ten-day verification period of the submitted signatures by the city clerk as required by the city charter. Citizens for a Full-Time Mayor will be formally notified by City Hall should there be deficiencies or insufficiencies in the packet submitted. According to the City Charter, the group will have the opportunity to remedy the insufficiencies before it ultimately becomes a ballot question in the November 8, 2022, general elections.

"We want this change because right now the City Manager makes decisions that can impact the residents of Brooklyn Center, but they have not traditionally lived in the city and are not affected by those decisions. Nor are they truly accountable to the people they serve," said Stefani Nelson, Campaign Manager for Citizens for a Full-Time Mayor.  "The future of our city depends on having an accountable government, and we can only accomplish that goal by establishing a mayor who is full-time and chosen by the people of Brooklyn Center."

Brooklyn Center is a Home Rule Charter City, which means citizens can adopt any form of government and can modify their charter as they choose.
