TOMS RIVER, N.J. - eTradeWire -- As communities recognize April as Autism Awareness Month, there is no better time to spotlight Ocean Partnership for Children (OPC), an organization dedicated to supporting individuals and families navigating Autism Spectrum Disorder. Serving all of Ocean County, OPC provides individualized, collaborative, and holistic services at no cost to families, ensuring that neither insurance coverage nor income prevents access to care.
On average, OPC serves more than 1,100 youth daily, assisting those facing mental health, substance use, legal involvement, and behavioral health needs. Approximately 20% of these youth have intellectual and developmental disabilities (I/DD), the majority of whom are diagnosed with autism. Behind these numbers are families navigating complex systems in search of stability and support. OPC's mission is not only to provide services, but to ensure no one faces these challenges alone.

OPC distinguishes itself through its responsiveness to community needs. By listening to families and identifying service gaps, the organization has developed innovative solutions to improve access and outcomes.
In 2020, OPC created the I/DD Specialist role to help families navigate the often complex process of securing Developmental Disabilities (DD) eligibility for youth and Division of Developmental Disabilities (DDD) eligibility for adults. Applications can be lengthy and overwhelming, with strict requirements, costly evaluations, and long waitlists. The I/DD Specialist provides hands-on support throughout the process, from documentation to submission and follow-up. In 2025, this role supported 483 individuals at various stages of eligibility. As Supervisor Melinda Santiago-Owens shared, the benefit is having "someone sit with you, listen, and help navigate a world that is not made to understand."
In response to increased isolation following the COVID-19 pandemic, OPC launched the Connections program in 2021. Designed for youth with special needs, the program promotes social, emotional, and physical wellness through twice-monthly sessions. Participants engage in structured activities, peer interaction, and community partnerships, including financial literacy workshops, educational visits, and family-centered events.

Now in its fourth year, Connections continues to expand its impact. The program culminates in a celebratory gala recognizing participants and their families. Lead Facilitator Kelly Joseph noted, "I love getting to see the growth being made without the youth even realizing it."
The success of both the I/DD Specialist role and Connections reflects OPC's commitment to evolving alongside the community it serves. For many families, particularly those planning lifelong care for loved ones with special needs, OPC is more than a provider—it is a partner, advocate, and source of hope.
