Manufacturers Forced to Hold AS9100 Certification Must Take Charge as Boeing Evaded Standards for 22 Years, Putting Millions at Risk.

Boeing as Its Own Regulator: A Deadly Conflict
In 2009, Boeing became an FAA agency, gaining authority to self-certify aircraft, new designs, and technologies — including the MCAS system, linked to two crashes and over 300 deaths. "The CEO at the time was effectively an FAA administrator. After the crashes, the FAA admitted they never allow manufacturers to police themselves or self-certify — yet Boeing did this for a decade," Guberman said.
A tangled web of conflict exists: DOJ, DHS, DOC, and FDA are not only ANSI–ANAB board members but also customers, and ANSI–ANAB underwrites the International Accreditation Forum (IAF) and its global equivalents. Accountability for systemic failures rests squarely on these organizations.
Post-9/11 Layoffs and Supplier Bulletins: A Red Flag

Manufacturers were called out in Boeing's July 2002 supplier bulletin that they were required to be AS9100, ANSI–ANAB accredited, and also on the Boeing supplier portal, which is designed to guide suppliers on certification requirements to become a Boeing supplier. Additionally, on the ANSI–ANAB website and the Management System Accreditation Council, where Boeing sat with others who had authority to grant, suspend, or withdraw certifications.
"How could Boeing sit on the Management System Accreditation Council and hold the power to grant, suspend, and withdraw certifications when it did not hold AS9100 itself for 22 years? This is blatant FRAUD! — to you, the manufacturer-supplier, and to the flying public," Guberman stated.

OASIS Database Conflict: The Safety Net That Failed
In 2003, Boeing, ANSI–ANAB required AS9100 suppliers to register in (OASIS)-Online Aerospace System Information Systems under "Heads Up 22." Boeing controlled the International Aerospace Quality Group (IAQG), yet itself held no valid certification for 22 years, creating a catastrophic gap in oversight. They mandated the AS9100 suppliers could not refuse to be placed on the data-base or pay database fees, If they did they would have their certification taken away.
